An Employer of Record (EOR) legally employs your worker in a country where you have no entity, taking on payroll, tax, and compliance liability. A PEO co-employs staff under your existing entity. In short: no local entity means you need an EOR, not a PEO.
For most engineering and operations roles, yes. The fully-loaded monthly cost of a mid-level Indian hire sits well below equivalent US, UK, or EU roles even after EOR margin. The saving comes from base pay and a lighter employer statutory load, not from cutting corners on compliance.
The main statutory items are Provident Fund (EPF), Employees' State Insurance (ESI) where applicable, and gratuity accrual. Budget a meaningful percentage on top of gross, plus the EOR service fee.
