Rippling and Personio solve different problems. Rippling, founded in San Francisco in 2016, puts HR, payroll, IT and spend on one employee record and serves more than 25,000 customers. Personio, founded in Munich in 2015, is an HR suite for European small and mid-sized companies that says it is used by over 16,000 organisations.

On price, Rippling’s core HR starts at $8 per employee a month plus a $35 base fee, while Personio quotes every customer individually. On payroll, Rippling runs its own payroll in four countries; Personio runs its own payroll in Germany and hands off to local providers elsewhere.

This comparison uses each vendor’s own pages, G2 data checked on 28 October 2026 and our Rippling review. If you hire in India, the last sections cover what each costs there and a cheaper India specialist.

What is the difference between Rippling and Personio?

Rippling is a unified HR, IT and finance platform built in the US; Personio is an HR suite built for European companies. Rippling’s strength is one record that drives payroll, device management, app access and spend. Personio’s strength is core HR, recruiting, absence and performance for teams of roughly 10 to 2,000 people, with data hosted in the EU.

Both cover the HR basics: an employee database, onboarding and offboarding workflows, time off, documents and reporting. The decision usually comes down to where your company is based, where you run payroll and whether you want IT and finance tools in the same system.

How much do Rippling and Personio cost?

Rippling’s core HR module starts at $8 per employee a month plus a $35 monthly base fee, and most teams pay $15 to $45 per employee a month once they add payroll, benefits, IT and time tracking. Personio does not publish prices; it quotes by headcount and plan, and third-party estimates run about $5 to $15 per employee a month.

Rippling: Peorient's Rippling review and Rippling's EOR pages, October 2026. Personio: quote-only; estimates compiled by Costbench from Vendr and ITQlick data, checked 28 October 2026. Budget figures, not list prices.

The headline numbers understate both. Rippling’s modules stack, and our review found most teams underestimate the total by 30% to 50%. Personio’s estimates exclude payroll outside Germany, which you buy from a local provider. Ask both vendors for a three-year quote with growth bands, and our guide to global payroll services cost helps you price the payroll piece separately.

Which handles payroll better, and in which countries?

Rippling covers more countries natively: it runs its own payroll in the US, UK, Canada and Australia, and says it runs India payroll through its Indian entity, with partners elsewhere. Personio runs its own payroll in Germany and, in other countries, prepares payroll data for a local provider or an integrated tool such as Xero in the UK.

For a German company with staff in Germany, Personio Payroll keeps HR and payroll in one place. For a US company, Rippling’s US payroll, tax filings and benefits administration are its core product. Teams paying people in several countries should check exactly which countries each vendor processes itself and which go to a partner, because that decides who answers when a payslip is wrong.

What does “preliminary payroll” in Personio mean?

It means Personio collects the inputs, such as salaries, absences and bonuses, and exports them to whoever runs the payroll. The calculation, filings and payments happen in the payroll provider’s system. Our guide to global payroll explains the common models.

Can you hire abroad without an entity on Rippling or Personio?

Yes, both offer employer of record. Rippling sells its own EOR, advertised from $499 a month, in roughly 80 to 85 countries, with contractor payments in 185+. Personio’s EOR is delivered by Remote, which becomes the legal employer in 90+ countries while Personio keeps the employee record.

According to Remote’s help centre, employees onboard, get paid and receive benefits on Remote’s platform, and data syncs back to Personio. Remote’s own EOR list price is $599 a month; Personio prices the bundled service through its sales team. If EOR is the main reason you are buying, compare it directly with specialists, starting with our EOR service providers comparison and Deel vs Remote.

How do HR features compare: recruiting, absence and performance?

Personio is deeper on European HR workflows: recruiting with an applicant tracker, absence policies by country, performance reviews and approval workflows, in 21 languages. Rippling is broader: alongside HR it manages laptops, app access, corporate cards and expenses, so one change to an employee record can update all of them.

  • Recruiting: both include an applicant tracker; Personio’s is central to its product, Rippling’s is an add-on module.
  • Time off and absence: Personio supports many country-specific leave rules; Rippling’s time off ties directly into US payroll.
  • Performance: both offer review cycles and goals.
  • IT and spend: only Rippling manages devices, software access and company cards.

Which is better for GDPR and European data?

Personio is the simpler choice for EU data rules. Its GDPR page says its servers are in the AWS Frankfurt region and that contracts keep customer data inside the EU. Rippling is a US company with strong security certifications, including SOC 2 Type II and ISO 27001, but European buyers should ask where their data is stored and processed.

Works councils are another European factor. In Germany, introducing an HR system that can monitor performance usually needs works council agreement. Our guide to employer of record in Germany covers German employment rules, and this is not legal advice for your situation.

What do users say about Rippling and Personio?

Rippling rates higher and has far more reviews: 4.7 out of 5 from 14,754 on G2, against Personio’s 4.4 out of 5 from 1,093 on G2, both checked on 28 October 2026. Most Personio reviewers are mid-market companies (62%); most Rippling reviewers are mid-market too.

Rippling reviewers often praise automation and the single record, and criticise pricing opacity and support hours. Personio reviewers often praise ease of use for HR teams, and point to support limits on lower plans and payroll gaps outside Germany. Read reviews from companies your size and in your country, not just the average.

How long does it take to implement Rippling or Personio?

Plan on several weeks for either. Our Rippling review found a setup phase of three to eight weeks, longer when payroll history, benefits and IT devices all move at once. Personio does not publish a standard timeline; the main variables are how many policies, locations and payroll countries you configure.

The work is similar on both: import employee data, set up approval chains and leave policies, connect payroll and test a parallel pay run before you switch off the old system. Run at least one parallel payroll in each country before go-live, and agree who owns data cleanup before the project starts.

What slows implementation down most?

Messy employee data and unclear payroll ownership. If salaries, job titles and leave balances differ between spreadsheets, fix them first. If a local provider runs payroll in some countries, decide whether it stays or moves, because that changes the integration work and the timeline.

What are the main limitations of Rippling and Personio?

Rippling’s main limits are pricing opacity, stacking module fees and business-hours support. Personio’s main limits are native payroll in Germany only, quote-only pricing and fewer integrations than Rippling. Neither is the cheapest way to employ people in a country where you have no entity.

  • Rippling: no published rate card, one-time implementation fees of $1,500 to $20,000, minimum seat counts on some modules and EOR coverage with gaps in parts of Asia-Pacific and Africa.
  • Personio: payroll outside Germany depends on a separate provider, licence counts can be fixed for the contract term, and phone support is limited on lower plans.
  • Both: EOR at $499 to $599 a month is several times the fee of a country specialist, for example in India.

Which should you choose: Rippling or Personio?

Choose Rippling if you are US-led, want HR, payroll, IT and spend in one system, or run payroll in the US, UK, Canada or Australia. Choose Personio if you are a European company, especially in Germany, that wants an HR suite with EU data hosting and native German payroll.

  • US startup with remote staff: Rippling, for US payroll, benefits and device management in one place.
  • German or Austrian SME: Personio, for German payroll, works-council-friendly workflows and EU hosting.
  • UK company: both work; Rippling runs UK payroll natively, Personio connects to a UK payroll tool.
  • Hiring mostly in India: neither is the cheapest route; see the next section.

What if you also hire in India?

For India hires, an India specialist EOR usually costs far less than either platform’s EOR. Peorient’s first recommendation is Remunance, a Pune-based India EOR founded in 2004, at $99, $149 or $199 per employee a month by salary band, against $499 on Rippling and $599 for Remote, which powers Personio’s EOR.

All-in annual employer cost of a ₹12 lakh India hire on Peorient's cost model (PF on the ₹25,000 ceiling, gratuity provision, ₹1,000 a month health cover, EOR fee at ₹94.8 per USD).
RouteEOR fee a monthAll-in cost a year
Remunance (affiliated), $149 tier$149₹14,55,115 ($15,349)
Rippling EOR$499₹18,53,275 ($19,549)
Personio EOR (Remote list price)$599₹19,67,035 ($20,749)

That is a saving of $4,200 a year per hire against Rippling’s EOR and $5,400 against Remote’s list price. You can still keep Rippling or Personio as your HR system and add India hires through an India EOR. Hiring through Peorient also takes 10% off Remunance’s fee for 12 months. See Rippling vs G-P for India, our Remunance review and the India hiring cost calculator.

What else do buyers ask about Rippling and Personio?

  • Is Rippling more expensive than Personio?

Usually, yes, at the same headcount. Rippling starts at $8 per employee a month plus a $35 base fee and often reaches $15 to $45 with add-ons. Personio is quote-only, with third-party estimates of about $5 to $15 per employee a month, but you may pay a separate payroll provider outside Germany. Compare full quotes, not entry prices.

  • Does Personio do payroll outside Germany?

Personio runs its own payroll in Germany. In other countries it prepares payroll data, such as salaries and absences, for a local payroll provider or an integrated tool such as Xero in the UK, which then calculates and files payroll. Check which countries you need before you sign.

  • Is Personio's employer of record service its own?

No. Personio's EOR is powered by Remote. Remote becomes the legal employer in 90+ countries and handles payroll, benefits and contracts, while Personio keeps the employee in your HR system. Pricing is set through Personio's sales team.

  • Which is better for a German company, Rippling or Personio?

Personio is usually the better fit for a German company. It was founded in Munich, runs native German payroll, hosts data in AWS Frankfurt and supports approval workflows common in German workplaces. Rippling suits a German subsidiary of a US company that wants one global system.

  • Can Rippling replace Personio for a European team?

It can, if your payroll countries are covered and you want IT and spend tools as well. Rippling runs native payroll in the UK, and partners elsewhere, and offers EOR in roughly 80 to 85 countries. Confirm data residency, works council needs and local leave rules for each country first.

  • What is the cheapest way to hire in India if I use Rippling or Personio?

Keep your HR platform and employ India staff through an India specialist EOR. Peorient's first recommendation is Remunance (affiliated), from $99 a month by salary band, against $499 on Rippling and $599 at Remote. A ₹12 lakh hire costs about $15,349 a year all-in with Remunance.

How can Peorient help you choose between Rippling and Personio?

Peorient compares employer of record and payroll providers, not HR software licences.
